[Important]Guidelines for Student Conduct and Extracurricular Activities(revised as of July 10)
With a view to preventing the spread of COVID-19 infection, we have asked all our students to take various infection prevention measures in the course of their campus life, such as refraining from non-essential, non-urgent outings, following restrictions on extracurricular activities, and thoroughly avoiding the three Cs (closed spaces, crowded places, and close-contact settings). To our regret, new infection cases have recently been confirmed in Tokushima Prefecture. If any one of our students were infected, it would not only affect the infected student's study and living due to health damage but it would also have a great impact on the university in various ways, such as causing delays in the class schedules due to cancellations, requiring disinfection work for university facilities, and in some cases, forcing the university to call off sending students to participate in hands-on practice or internship programs.
The Guidelines indicated above, issued on June 22, 2020, have been revised as detailed below. All students are reminded of their responsibilities as students of Tokushima University and are requested to act accordingly. We appreciate your understanding and cooperation.
We will consider our future response while being on alert concerning the status of outbreak, and will announce any revision to the guidelines in due course.

2. Safety Precautions
- (1)About prevention of infections
While we are on alert for the second wave of infection, COVID-19 patients infected through unknown routes have been confirmed in Tokushima Prefecture. As infections have been confirmed intermittently in the Tokyo metropolitan area, the government is increasing vigilance against the second wave.
Avoid thoroughly the "Three Cs" (Closed spaces, Crowded places, Close-contact settings). Take measures related to health management (temperature measurement etc.) - (2)About commuting to campus
If you use a train, bus, or any other public transportation when commuting to campus, make sure to wear a face mask and take infection prevention measures such as sitting while keeping a distance from other passengers, and refraining from touching objects that many unspecified people would touch (e.g., handrails and hanging straps). When you arrive at the destination, do not forget to disinfect your hands and fingers. - (3)About moving out of the prefecture
The prohibition on travel to areas previously designated as prefectures under specific cautions is now lifted. Students who travel to these areas are not required to notify the educational affairs offices of their faculties.
With this in mind, individuals should consider whether or not it is appropriate for them to make a trip after fully checking the situation in the area of the destination, and take necessary infection prevention measures if they decide to make a trip.
However, students who receive education at medical care facilities should follow the instructions given by their facilities. - (4)About working part-time
Please refrain from part-time jobs that are considered to be problematic in terms of infection prevention, such as being unable to avoid the "Three Cs" (Closed spaces,Crowded places,Close-contact settings) and being instructed not to wear a mask.
The Student Support Association has a "student safe" system for financial support of students. It is a system where you can receive a loan of 100,000 yen (maximum) without interest. - (5)About meeting people
Please refrain from participating in welcome parties for new students and drinking parties with multiple people regardless of whether these parties are in restaurants or at home. - (6)About overseas travel
Please refrain from traveling overseas privately. If you return from abroad, you will be required of 14 days of self-isolation and observation of your physical condition.
3. Notes on extracurricular activities
- (1) Extracurricular activities
Extracurricular activities are totally prohibited, in principle.
However, students may engage in extracurricular activities if they take note of the following points and obtain permission in advance by filing an "application for resumption of extracurricular activities."- ①Indoor activities
Indoor activities are permitted on condition of thoroughly taking infection prevention measures (e.g., avoid crowded spaces and close-contact settings, wash hands, gargle, and wear face masks), paying due attention to the health of participants, and dividing the participants into groups of the minimum necessary number of people. Do not participate in activities if you have a fever or any other symptoms.
When engaging in group activities such as music circle activities, keep a sufficient distance between participants, ventilate the rooms from time to time, and take measures (e.g., prohibiting talking during activities) to avoid the Three Cs. - ②Outdoor activities
Outdoor activities are permitted on condition of thoroughly taking infection prevention measures (e.g., avoid crowded spaces and close-contact settings, wash hands, gargle, and wear face masks) and paying due attention to the health of participants.
If federations to which sports clubs are affiliated have guidelines for activities, the members of the clubs should fully check and comply with the guidelines. - ③Extracurricular activities carried out jointly with students of other universities
Notwithstanding the rules mentioned in ① and ② above, avoid participating in extracurricular activities carried out jointly with students of other universities.
- ①Indoor activities
- (2) About events, etc.
When holding or participating in events and meetings which could involve a high risk of cluster infection due to closed spaces, crowded places and close-contact settings, thorough measures to prevent infection must be taken. Special caution is called for in the case of events and meetings requiring nationwide travel of participants.
If you hold or participate in an event, make sure to fill in an "event/meeting notification" and submit it to the Student Support Section no later than one week prior to the event, with a list of participants and an outline of the event.- ① Events hosted by student groups
Avoid holding events which expect participation by people outside the university.
For indoor events, the number of participants must be limited to 1,000 at maximum per event, filling 50% or less of the capacity; for outdoor events, the number of participants must be limited to 1,000 at maximum, with a sufficient distance (desirably 2m) secured between participants.
Events may be held as long as the number of participants can be controlled and their names and other information can be identified. - ② Contests and events hosted by other organizations
Students are allowed to participate in events and meetings, on condition of taking infection prevention measures as necessary.

- (3) About New student recruitment activities and welcome events, etc.
These activities and events, regardless of indoor or outdoor, must not allow eating or drinking. Events for exhibiting extracurricular activities may be held on condition of limiting the number of participants to avoid the Three Cs and thoroughly taking infection prevention measures. You may hand out flyers and put up posters outdoors, after thoroughly taking infection prevention measures (e.g., avoid the Three Cs).
But you need to contact the Student Support Section if you wish to distribute video material.
* The "2020 Circle Orientation for New Students on the Web" is being held on the Tokushima University website. - (4) Use of facilities for extracurricular activities
You are allowed to use facilities for extracurricular activities (student hall, gymnasium, and extracurricular activities building) on condition of taking infection prevention measures. However, the use of facilities for which it is difficult to take measures to avoid the Three Cs (clubrooms, training rooms, and shower rooms) is prohibited.
Clubrooms may be used on condition of thoroughly taking infection prevention measures (e.g., limiting the number of occupants in each room per use). - (5) About rental of equipment
There is no rental of sports equipment items. - (6) Please note that student groups that fail to comply with the rules set forth in (1) to (4) above may be subject to restrictions on their activities.
